Angry Weird volume in song

Some of my MP3s have a problem with volume changing during the track, not from one track to another. I've gotten a few programs to try and even out the sound but they only fix it when I play the song through their program. Is there a way to level out the volume in the track and save save it without relying on running one program for the songs to sound right? Foobar is the freeware prgram I've tried and is what makes the songs sound right. Windows Media Player is where I hear the song's minor (but very annoying) ups and downs in the volume. The change in volume is throughout the whole track and jumps up and down in steps...e.x up ...up ...up ...down and so on

I never had that issue, and I don't know what causes it.
I did find somthing that you may try that appears to be freeware...
