is there away in fruity loops to change the pitch, but preserve duration? in other words, when you change the pitch it really slows down the sample. but can you change the pitch and keep the sample the same amount of time?
in sound forge you can, its call preserve duration. but it would be easier and fster if i could just do it in FL and not actually alter my wav sample.

It all depends on what kind of pitch change you want to do. Is it the master pitch you want to change or the pitch of a particular sample?
Well, if you change the master pitch you will change duration on samples but not on Vsti's for example.
Anyway, I see that you are worried on the wav samples getting stretched and rolling out of sequence because of the resampling.
You could do a couple of things. If you're using a wav sample to play a pad-like sequence, you can go to Sound Forge and assign loop points in zero-crossing points (to avoid clipping) and then go to FL, open the channel editor and select [play loop points] in the SMP tab. After that, go to the piano roll and just program your sequence.
If you're using percussive samples as kicks and hi hats, or loop samples that you want to keep n'sync, then you need a pitch shifting plugin. Try Waves or Hyperprism pitch shifters and tweak until you get the sound that you like.
