I've been using Cubase 5.1 for about 6 mounths, before I was a die hard cakewalk fan but I made the switch. What a good switch it was. Is there a midi arpreagator in Cubase or a plugin in, to use to get this midi function? I've looked all over the program can't find one any help would be greatly welcome

Yes, in the Panels menu. It's right underneath "Interactive Phrase Sythesizer"!
If not, sounds like you need to re-install! (in which case, I'm surprised you are not also having *other* problems with it!)

This is really crazy!! :-)
The last six items of the Panels menu should read as follows:-
-------------------------------
MIDI Echo/Pitch Shifter
Interactive Phrase Sythesizer
Arpeggiator
Key Caps Play
MIDI Input Transformer...
---------------------------------
Rocket Network
---------------------------------
We *are* talking about Cubase VST/32_5.1,aren't we?
What reads in *your* Panels menu?

Well this is crazy then I had orginall Cubase 5.0 r4 upgraded to 5.1 r1.
Panels
vst channel mixer 1
vst channel mixer 2
vst master mixer
truetape
send effects
vst instruments
audio pool
rewire
vst performance
direct x plugins
midi track mixer
interactive phrase syth
midi input transformer
and that is it. maybe my install is bad or the uupgrade did'nt work right, and maybe this is why I can't get rewire to work with my rebirth I just purchased?

I strongly recommend doing a *clean* re-install of v5.1. Trash your Cubase preferences folder, and even your current Def.ALL ( or Autoload if on Mac)...btw, I'm on Mac, but as far as I know, the PC version has exactly the same fonctions.
As regards Rewire, you need to activate some Rewire channels in Cubase *before* launching Rebirth,if that's any help:-)

Wow!
The PC version still uses Modules like in the old Atari days? I know that you have Studio Module, but Arpeggiator is accessed from Modules too? What others? Styletrax, for example? I really was under the impression that the 2 platforms were identical, apart from DirectX plugins and Studio Module?
