Please explain what is sticky thread?

Is it done by admin or users posts can also become sticky post?

A thread is made "sticky" by an admin or moderator. Any thread can be made sticky, regardless of who created the thread. A sticky thread will always remain on the top of the thread listing for a forum, regardless of what other threads are created.
