I need to assemble a really simple system that will send out an amplified sound effect to a speaker in a loop when it is triggered. Preferrably the sound will be on a file on the system, but it could be externally loaded when triggered. Any thoughts / suggestions would be really welcome.

have you considered using a laptop or desktop computer?
just about any processor configuration with any Linux OS or Windows OS (windows 98) could be set up to do what you want.
It seems that old computers like a Pentium 3 are really cheap to free nowadays.
you don't even need a hard drive anymore, flash chips are big enough to hold an entire OS plus your sound file.
and they make adapters that let you plug Compact Flash cards directly into the IDE channel on the Motherboard.
While the signal is only a line level, you would have to amplify it to bring it to speaker level.
so you would need an amplifier and a speaker.
hope this helps
