Graphic card

Hi!
I have question about graphic card.
I want to be able to capture from TV,Camcorder and little editing(put sound + video together)
I have Audiophile soundcard.

I read posts about ATI All in one some days ago but my question is:

What about PAL and NTSC system.
Can I use them both?
I'm right now in USA but will live in europe.
I have PAL camcorder.
Do I need to buy card specific for PAL or NTSC.I'm little confused in graphic cards(never bought one before) and want to buy very good card.
I'll use Adobe Premiere(already have)
