Do the A-D quantization microchips of soundcards dither or not?

Some do, some dont. You dont need to dither at the AD stage as most signals have their own noise and the converter also creates its own noise which acts as "self dither". Interested in why you asked this question ?

Because I would like to understand and know if to dither or not if I make CDs for audiophile quality.

You dont need to worry about the AD dithering as thats already taken care of. The only time you need to worry about applying dither yourself is when you go from 24bit to 16 bit for CD or change the samplerate of a recording.
