Are you trying to bring out spoken words in a "crowd" situation, such as a wedding reception, with a shot of a table of people talking and a live band playing in the background?... You might be able to use compression and/or EQ to alter the sound, possibly mixing the "FX" sound with the un-altered sound as needed, but as to reducing the background sounds... not much help for single-track audio, as far as I know.

theres two to three people and there talking and there's music playing from the stereo and its really loud i have to turn it up all the way just to hear the people talking then theres this hissing sound i just want to either lower the background noise or get rid of it

generaly there is no easy fix for this sort of thing as the music usualy sits across the same frequencies that the voices do. If you have the tools, some multiband compression if probably your best bet. even some EQ can help a bit, but sadly you probably arn't going to get the results you are hoping for.

If the background noise is at all consistant, you might want to grab a small section of the audio that doesn't have the voice you want to hear and use a noise reduction plugin to get rid of it.

Then use an equalizer, and cut all the frequences from 350 hz down, and all the frequencies from 6Khz and up. This will made everything sound more tinny, but most party type music has big bass and loud treble while the voice tends to lay in the mid-range frequencies.

This won't make it great, but you might be able to issolate the voices you want to hear a bit better.

 DO NOT COMPRESS the audio unless you have a really good multiband compressor. A normal compressor will make it harder to hear the voices stick out and might give this "pumping and breathing sound" from the background noises.

Completely removing unwanted background noise is not possible but can be removed to some extend. I use program FlexiMusic Wave Editor (http://www.fleximusic.com/waveditor/overview.htm) which has options for "Noise Reduction" so as to reduce the unwanted background noise.

Generally speaking, you can't separate background music from voice unless the music is on a separate audio track from the voice. You can try with EQ, but you won't be able to completely do it.

I know Sound Forge can sample noise and then remove it from an audio file... I don't know how good it is. It's also hundreds of pounds. You just need to show it a bit of the file you want to be silent and it does the rest.
