LAME encoder

Sorry guys, but I'm new and stupid and have absolutely no idea where I should post this. I hear that using LAME on itunes is far superior than just importing mp3s on itunes, however, I have no idea how to set up LAME on my itunes. Is it possible to do on a pc, or is it a mac only luxury? If it is possible on a pc, if you could tell me how (assuming that I know nothing), that'd be awesome.
