Ripping is a slang term for extracting audio files from CD. Encoding them to mp3 is a separate kind of thing. There are many programs that can extract, then use an mp3 encoder to produce mp3 files from the extraction result. Exact Audio Copy may be the most popular but it is only one of possibly 500 such programs. The best mp3 encoder to use with EAC is LAME.
Writing audio file to CD-R is another separate function. Again, there is a whole boatload of different programs that do that. EAC can also use a writing application from within the main program interface; EAC can be download as a package with the writing application ready to install. It is probably not the most convenient or simple minded program for that purpose, however.

Tons of programs here that will do it for you:

(Hitsquad is always a good first place to go to find audio software.)

Exact Audio Copy can do what you need:

You will also need the BLADE or LAME MP3 Encoder so that Exact Audio Copy can convert to MP3's automatically.

http://lame.sourceforge.net/index.php
It takes some time to configure Exact Audio Copy, but it is worth doing so it can rip from damaged CD's that don't play correctly. It's good as a CD recovery tool.
When you need a really easy CD ripper without MP3 encoding, CDFS Ripper works really well. You just browse to your audio CD using the Windows explorer, open the folders for 44.1kHz and 16 bits, and there are your songs appearing as .WAV files. You can then just drag them to where you want them copied.

I think this tool (http://www.soft29.com/audio_converter/imtoo_audio_maker.html) is what you need.

Maybe Xilisoft MP3 CD Burner will work for you. You can download it and try for free.
