There are a few different potential problems here.
1. The Axiom can be split into three different zones/layers. Each zone could send data on any one of 16 different midi channels. This is helpful because you can then control multiple sounds from one keyboard, like a bass guitar in the low range, strings in the mid, and rhodes in the high range. While this could be the issue, I don't think it is it, because the Axiom won't default to a setting that would do this. Unless you've unkowingly made a change, then I'd guess on 2.
2. The sound source you are using may only play notes in a particular range. Many samplers are like this. Again, the idea is similar as above. If you don't have a keyboard that will split like the Axioms, you can do the split in your sampler. Many multi sampled libraries also will only play the range of a given instrument. For example, a Cello patch won't play high notes because a real cello won't play high notes. Many drum machines, like the ReDrum in Reason, only have a few slots for sounds. In the case of ReDrum, it's only 10. That means only 10 keys on your Axiom will make a sound. Dig?
Does it do this with multiple instruments, or just one? Which one?
