What do I need to do it, what things, i know i need the speaker and the amp, but what else.

all you need to hook up that speaker to your computer is an amplifier that is rated to match your speaker (both in ohms and watts) like you pointed out.

You should also build a box to put your driver in.

you also know that you can't run an amp designed for your car with house current unless you have a car battery and a car battery charger.

your set up would look like this
computer line out>crossover> amplifier>speaker
or
computer line out> amplifier> passive crossover> speaker.
just rember its a good idea to have more wattage (about 5% more) than what the speaker says it needs to drive it correctly.

your crossover is needed to cut out the high frequencies and only pass the low frequiencies to your driver (hence a LOW PASS FILTER)
