What software are you using with it? If you just want to test the boards MIDI connection go to : [Sart - Settings - Control Panel - Sounds and Audio Devices] on top of menu that opens, select the "Audio" tab on that window, make sure the "SB Live Synth" is showing as the default device in the MIDI music playback window.
Close that window then go to: [Start - Programs - Creative - SoundBlaster Live - AudioHQ] in the window that opens choose "Keyboard" , see now if your keyboard plays a sound... if not then click the "options" button and make sure the "MIDI IN" shows the Sound Blaster as well as the Audition device. You should now have a working keyboard. If you then want to address the sound from the keyboard itself, choose it from the pull down menu in the "Audition Device" bar.

I have no experience with fruity loops but I suppose its fairly straightforward look in options menu or midi menu to address your SBLive Midi/keyboard I/O . There's probably a manual within the App. that has a whole chapter on this. First when you open the program look to see if there's a Midi indicator that will light up or scale up somewhere on the app. even if you don't hear sound right away at least you'll know that the Midi in is functioning. You can take it from there.
