I've recently got this crackle when playing audio cds on my CD ROM with my audio playback set in windows to the M-Audio Delta card. I also have a soundblaster card which plays the cds fine - but whenever I change to the Delta, the crackling interference is there. Any ideas...??

I recently had the exact same problem. I was able to fix it (after many hours of experimentation) by removing my GeForce 9500GT graphics card. If you have a similar card, try taking it out and using the motherboard's onboard VGA if you have that facility.
